I am creating a new character and I am planning on getting a mask but it has a price range of 1sp to 50gp and I cant find a definitive price for a simple black cloth mask that covers the whole face, I was wondering if any knows a definitive price for one.

Two down from the "mask" entry in Table 2-9 on page 89 of Ultimate Equipment is "Monster Mask" priced at 5-10 gp. It would seem logical that a simple black mask would be less than 5 gp at the least. Personally, I would price it a 1 sp as the mask you propose is as simple as it can get.

It's up to you. The more you spend the better it looks, the more you can justify poncifying it up a bit.
You can't spend 1sp on a mask and expect it to look awesome. It will cling where it should flow and flow where it should be snug, it will keep coming loose and after 2 weeks it's really just a dark grey.
Spend 50gp and it's still black after you've washed it 3 times, it hangs just right, you can perform cartwheels and it still settles right back in place and it looks sweeeet!

Depends on what you want to use it for. Technically, it could be a masterwork tool if you can describe how it is used and for what skill. Or, it would not be a stretch to buy a set of clothing like hot weather, whatever and say it includes a black cloth face cover. Most of the clothing descriptions are not completely inclusive. IMO, the important thing is what you want to do with it and how it impacts the game. The more mechanical benefit you want to get, the more a GM is going to expect you paid for the item appropriately and it can be referenced from source material. If it simply for cosmetic reasons, buy the cheapest mask listed. There are no rules for equipment wearing out, so it'll hold up just fine.

Jade Regent has those black ninja full body suits, they grant a +2 circumstance bonus to stealth checks due to the masterwork quality.
