Do you mean like, bad design (yes) or an editing error (clearly not)?
It is so obvious that it goes without saying that the developers meant to write those as three separate feats. Obviously. Because they did. There's no way to do that by mistake, including putting them into the feat charts, cross referencing them, passing through play testing and editing, etc.
It was intentional. No doubt about it.
Was it a good idea? There's plenty of good reasoning to be found in countless threads on this very forum that argues that it was a bad idea. Apparently the developers (after all, they are the professionals here) disagree, as perhaps do some of the players.
So the question of whether it should be changed may remain in dispute, but not the fact that it was intentional in the first place.
At least they're all clearly worded and everyone can easily understand how they work.

After reading them, if you have greater would you be rolling double your damg dice plus 7 additional dice?
No if you have greater you roll 4[w]+bonuses damage
Sure they read as separate feats, but the intention remains the same. Also since they are separate and not just one feat being modified, you get to choose which one you want to use. (in the unlikely event you want to do less damage)
