So, I have been toying with the Enforcer feat and have a couple of questions and ideas.

Once Hurtful is online I think my attack sequence should be as follows.
Attack--> If Hit trigger Enforcer and make an intimidate check (DC 10 + HD + Wis Mod). -> On a successful check, If Crit target is frightened 1 round and Shaken X rounds, If not crit use "Frightening" to make frightened for one round.-->This Triggers "Hurtful" which means I can spend my swift for another attack.--> If attack hits triggers "Enforcer" again and I make another intimidate check (DC 15 + HD + Wis Mod)-->On a successful check, If Crit target is frightened now for 2 rounds and Shaken X + Y rounds or just Y rounds if X was converted via "Frightening", If not crit use "Frightening" to make frightened for two total rounds now.
Please note, I am never stacking fear conditions simply extending their durations as
Using demoralize on the same creature only extends the duration; it does not create a stronger fear condition.
is a thing.
Questions:
1.) Is the above correct?
2.) On a Crit can I convert the rounds of Shaken via Frightening to Frightened for 1 round and so get 2 rounds of frightened from a crit?
3.) If so on a Double Crit does this mean I can get 4 rounds of frightened?
4.) Would Memorable extend the frightened duration or since I am applying it in 1 round increments would it get rounded away?

I cannot see the benefit of rogue levels or Dazzling Display. You should look towards using spells to back you up rather than continuing to rely on mundane means.
By the way, Mock Gladiator allows you to deal nonlethal damage with any weapon of your choice without marrying to a divinity.

Dazzling Display is a maybe in case I want Disheartening display and the rogue level gives me the thug archetype which grants the frightening ability.
The frightening ability gives me 1 extra round of shaken on each time it is applied and lets me convert 4 or more rounds of shaken into one round of frightened. Without it I would only cause frightened on a crit.

I'd avoid that. If you have access to Signature Skill, that and Cornugon Smash should be enough. You are going for a very feat intensive playstyle on a feat starved class.
Which in and out of itself isn't a bad idea, but it is when there's so many creatures that are completely immune to this - either because they are immune to mind-affecting, to fear, or to nonlethal.
Instead, sure, spend a couple of feats into Signature Skill and Cornugon Smash, perhaps Enforcer as well. That'd give you your niche. But spend the rest of your build on Inquisitor levels exclusively to be good with Bane, perhaps pick up Extended Bane and Spellbane, and give the rest of your kit some use.
Who needs Dazzling Display when you have Blistering Invective on your spell list is what I'm saying? Saves you a feat from Weapon Focus which is totally meh.

I have a PFS character similar to this.
I picked oni spawn. So my Cha is 5, and I get a strength and wisdom bump. They get a racial bonus to intimidate too, plus some other nice options.
I have a rogue and inquisitor dip, but use unchained monk to hit people.
The weakness of the build is missing. If you can not hit people, they hit you. Getting more attacks with flurry and ki points is huge. I did not do power attack as missing takes away your ability to fear them. I took boar style so at level 9 i am causing bleed damage when they run away.
Fighting creatures immune to fearing is annoying. So I got an ammy of mighty fists holy, and addy brass knuckle. This handles all but swarms that i found. I also got bodywrap of mighty strikes with cruel to sicken them and fear them.
