can an air elemental carry someone or multiple people is it solid enough to ride or just be carried a short distance if summoned with summon monster 4.

Air elementals in their normal form are as solid as any other creature.

Yep. They do not have the incorporeal property. So they are solid.

The fact that they are a mass of air bunched together with whatever magic wibbly wobbly stuff they have going on is represented by the fact that they can't bleed and are immune to crits. Also, DR with higher level ones.

Presumably, when it comes to smacking them, you hit their magic-y stuff, and that can be smashed up to the point they fall apart.
