Hello!

I'm extremely new to this game and I have some doubts about how actions outside combat are managed.

For example, at the start of the black fang's dungeon when PCs are not in combat they can inspect the statue, my question is, do they need to roll a perception check, does this check is also performed outside battle? Also regarding movement, can they move outside combat as they wish? No limit on how many feet they can move? And how many actions can a single pc can make outside battle.

sorry for the questions but I'm not really understanding this part.

You ended up posting a couple times but no worries ;)

PCs are free to take actions outside of combat. But these actions still take time. In most cases the amount of time they take does not matter out of combat, but sometimes it does. Keep track of precise time spent only if it matters.

For example, the rules for disable device say that it takes 2d4 rounds to disable a trap.
In most cases it would not matter, but if the player in question had 5 rounds of haste left over from the last fight and it was about to expire it might. If they failed the check by 5 or more and set it off the +1 to AC and reflex saves might make the difference.

Outside of combat, they can move about how ever they wish and do any actions they wish. There is little regard for time, unless there it actually matters, like MichaelCullen was saying. Normally outside a dungeon, I would let them do what they need to prep without danger.

There doesn't need to be a particular order in which players take actions like in combat, but it is usually best to ask each player, one by one, what they plan on doing; this keeps things orderly. One by one, deal with each players' action. I have them make appropriate rolls (like perception checks or knowledge rolls) based on what they wanted to do and describe what they find. After going through all of the players, rinse and repeat until they want to go into the dungeon. Keep in mind, if they fail certain checks, they aren't allowed to retry. Knowledge checks are one such check.

Unless the moment is pressed for time, they'll have enough time to perform what ever actions they want. It still takes the same amount of time as it does in-combat, just that it mostly isn't worth tracking.
If the moment is pressed for time: If they're aware of it, run it like a combat encounter. If they're not aware of it (maybe something is about to happen that they don't know of), keep a loose track of what they're doing and interrupt them, then when they're aware, start combat-mode-encounter.
