Can Spin Kick Style Strike trigger Medusa's Wrath?

Can I do a normal flurry of blows then on my last flurry attack do a spin kick style strike and trigger medusa's wrath for the extra 2 attacks?

No. Medusa's Wrath requires the target to be dazed, flat-footed, paralyzed, staggered, stunned, or unconscious when the additional attacks are made. Spin Kick only allows an attack against flat-footed AC, it does not make the the target flat-footed against any other attacks.
