Aquatic Terrain. Firm footing.

Hello. I have question about Firm footing in Aquatic terrain. The
supplement about Firm footing says that :"Creatures have firm footing when walking along the bottom, braced against a ship's hull, or the like. A creature can only walk along the bottom if it wears or carries enough gear to weigh itself down: at least 16 pounds for Medium creatures, twice that for each size category larger than Medium, and half that for each size category smaller than Medium."
Does it mean that,when medium creature carry 16 pounds, it may only Firm footing and can't swim or this mean that medium creature may Firm footing only when it carry 16 pounds but also may swim ?


They could leave their firm footing and swim, but they may have a skill check penalty due to encumbrance.
