Fireball is Spell level 3
Caster level for 5d6 is 5.
3(spell level)x5(CL)x750gp = 11250gp
However, crafting an item yourself cuts the cost in half, so it would cost you 5625gp to make.
The DC to create a magic item is 5 + the caster level for the item.
Since the feat Craft Wand requires a minimum Caster level of 5, and the spell is Caster level 5, the item CL is 5. Therefore the spellcraft DC is 10. Note: You have to know and have the spell prepared for each day that you are crafting and it is used up for each day of crafting.
You need 8 hours of work each day per 1000gp of value. So it would take roughly 6 days to make the wand.
EDIT: You also need 50x the number of spell components. So since the material component to fireball is bat guano and sulfur, you need that. I am not sure if eschew materials applies when crafting items though. In either case, the reagents cost nothing for fireball, so if you can find a steady supply of bat poop and sulfur, you are good to go :P (Assuming your GM wants to go that in depth for materials collection)

The caster level requirement of the feat has no bearing on the items required caster level. You can have caster level 1 wands (assuming the wand contains a 0 or 1st level spell).

The time is based on the items base price, not the crafting price. For most items, the base price is equal to the price you buy the item for. A caster level 5 wand of fireball takes 12 days to make.
Magic supplies for items are always half of the base price in gp. For many items, the market price equals the base price. Armor, shields, weapons, and items with value independent of their magically enhanced properties add their item cost to the market price. The item cost does not influence the base price (which determines the cost of magic supplies), but it does increase the final market price.

It's one day per 1000gp of base value, so 12 days for the wand you describe. (Tiem required is calculated before you halve the cost for crafting) You can, however, double your crafting rate by adding 5 to the Spellcraft DC.
Also, you don't need to provide the spell yourself, as long as someone can cast it once each day of crafting you're good to go.
So, 5625 gp, Spellcraft DC 10, or 15 if you want to make it in 6 days. Take 10 on your check and it's probably an autosuccess.

ok thanks so a wand of snowball 5d6 i assume would take 2days at dc 10 or 1 day at dc 15.
A wand with a 5d6 snowball would have to be at caster level 5. Snowball is a 1st level spell, so the formula is: 1 (Spell level) x 5 (caster level) x 750 gp, or 3750g to buy (1875 to make).
The time to craft is determined by an items base price - for most items, the base price is equal to the price to buy it from a shop. You require 1day for every 1000gp in the base price. So a CL 5 wand of snowball would require 4 days to make normally, or 2 days if accelerated.
