I do organized play and I am going to buy a sailing ship. I want to put a gun on top that is movable. I also want to put a door/ ramp that folds down by the cannon holes so I can blast a hole in the side and board from bellow. I would also like to fortify my hull. They did that pre-steam to increase damage to to other ships and reduce damage to their own ships when ramming. The Ultimate combat state that you can not put the siege weapons on a rotating platform, but they do it in ships of the inner sea, but they don't give a way to do it to your own ships. I need a reference book on cost, materials and crew if needed.

If this is for PFS, don't bother. It only functions as window dressing, you wont actually get to use it for combat at all.
If it's not for PFS then look up the skull and shackles rules for modifying ships. I believe the information is all listed in the S&S Player's Guide.

I know it is a waste of money but my main is a kineticest he doesn't use weapons through armor wands and rings I have maxed out his ac at 28 and the only things I can but to help him cost 16,000 gold and I have to have 36 fame I believe. It will be lv 11 at the rate the group goes. And I get a lot of gold every time and have nothing to spend it on. So I want to buy a boatAlso I have encountered one scenario that said if we had our boat we could use it. Saving a pathfinder who was enslaved on a boat outside of Ambsolm. In the end they were suggesting there might be other missions boarding boats at sea. But mainly I just want to buy a boat.

Don't listen to the people trying to sell you spinning rims and spoilers. Those are just for show.
One rather key thing here is to check with your GM(s). What've they said so far? Can you just sail on to Harvick the Happy to install the parts, or will you need to accept a quest from the Busch gnomes to have them draw up the plans for you instead?
