Reading the CRB equipment section, one would get the impression that only horses, ponies, and riding dogs are considered common mounts.
The cavalier mount class feature states that a small creature can select a wolf as his mount, at fourth level they can select a riding dog. It reads as if wolves are more common mounts than riding dogs.
The Order of the Paw halfling cavaliers must ride either a dog or a wolf - no distinction is made over one being more common than the other.
Basically, I'm creating an Order of the Paw halfling cavalier with a wolf as his mount and want to know if I can buy a normal saddle or have to buy an exotic saddle.

There's no description for a generic saddle as far as what's inclusionary or examples of what constitutes acceptable mounts.
Honestly, I'd think Exotic would refer to creatures that aren't typically ridden into battle, and Exotic would differ from town to town. Some towns would think that Wolves are Exotic, and others not so much. It depends on setting, and GM permissiveness.
That being said, I'd err on the side of worst-case, and expect to pay for an Exotic Military Saddle.

I'll agree here with the general consensus. What is common and uncommon is up to GM fiat.
Just keep in mind that given a fantasy world what is common and uncommon can differ greatly.
Even looking at our own world, a camel saddle would certainly have been uncommon in the Wild-West while it would have been perfectly normal in say, Egypt.

Exotic saddles are for exotic mounts that are shaped differently from the normal horses, ponies, mules, donkeys, goats, sheep, yaks, camels, llamas, cattle, and riding dogs.
Mounts like snakes, humanoids, oozes, birds (flying), birds (flightless), dragons, crocodiles, giraffes, and others where a normal saddle wouldn't fit right are what exotic saddles are for.
Just use the riding dog gear.

Exotic doesn't refer to the local opinion of the animal, it refers to the physical makeup of the animal compared to the norm.
Dogs and Wolves are pretty damn similar.
