In several PFS games, I've had the GM rule that you cannot enter a space with a fallen ally or enemy (that is, one that is knocked out, but not dead), citing that they still take up that space.
I've had also heard it said that this was done simply to avoid the difficult adjudication that might arise with someone regaining conscious with someone else standing above them, and that the RAW was kind of "squishy" on the subject, leaving it up largely to GM adjudication.
What does the RAW state in regards to moving through the space of fallen allies/enemies? Can you do it at all? And if so, do they count as cover, difficult terrain, or anything else?

Ending Your Movement: You can't end your movement in the same square as another creature unless it is helpless.
So you CAN end your movement in the same square as a helpless creature (allied or not).
However, note also:
You can move through a square occupied by a helpless opponent without penalty. Some creatures, particularly very large ones, may present an obstacle even when helpless.

Also worth pointing out, since you asked about moving through, that helpless is irrelevant for allies. You can always move through an ally's square unless charging. The ally does not provide cover.

I usually count fallen bodies as difficult terrain. In my mind, stepping on a soft belly or round limb could easily mess up your footing in combat.
Just my personal houserule though. I'm pretty sure RAW says anything medium sized or smaller doesn't have any effect, and anything larger is up to GM discretion.
