0 means you can activate it and it costs you nothing. Theoretically if you had some weird ability that increased all costs (currently does not exist), it would increase from 0 to 1. M-dash means activation isn't a thing at all, like a dash Con means the creature isn't even alive, so with that hypothetical +1 cost ability, it wouldn't affect the talent at all.
