Divine Defender Paladin - Shared Defense

The Paladin ability Shared Defense states that it replaces Mercy at level 3, but does that include every mercy a paladin gains (lvl 6, 9, 12, 15, 18) or just the one you gain at level 3?

I believe the intent is to replace all instances of Mercy. Note that Shared Defense gains something every 3rd level, just as you would gain a new Mercy every 3rd level.
