Has the effect of the Pale Stranger's fear aura ever been stated?

(The description of the Fear UMR doesn't help.)

I assume the question specifically is: In the absence of any other information can someone with a generic fear aura choose whether to 'mummys despair' or 'fear spell'? or is there an inference that they should be limited to one of those effects?

Personally, I can see no reason to infer a lack of choice.
