Attempting to reverse-engineer the lion cloak abilities:
Use activated ("pull the hood over her head") beast shape II - 4 (spell level) x 10 (caster level) x 2,000 gp / 5 (once per day) / 2 (ad hoc, lion form only) = 8,000 gp
+2 resistance vs. mind-affecting/fear effects - 2 x 2 x 1,000 gp / 2 (ad hoc, specific saves only) x 1.5 (multiple abilities on slot item) = 3,000 gp
+2 circumstance bonus to Intimidate - 2 x 2 x 150 gp (increased from 100 gp for a competence bonus) x 1.5 (multiple abilities on slot item) = 900 gp
8,000 + 3,000 + 900 = 11,900 gp, which is pretty close to the listed 12,000 gp market price.
To upgrade beast shape II to beast shape III:
A use activated beast shape III (Large [dire?] lion only, since there isn't a Huge lion in the Bestiary; gain low-light vision, scent, pounce, and rake*) has a market price of 5 (spell level) x 10 (caster level) x 2,000 gp / 5 (once per day) / 2 (ad hoc, lion form only) = 10,000 gp
The difference in market price is about 2,000 gp (total market price of 14,000 gp for the upgraded lion cloak). Spending an extra 2,000 gp to gain rake in lion form (only) is probably not broken, with the limit on the uses per day.
*- Only difference between beast shape II and beast shape III to take the form of a lion.
