I am sorry, I can literally find no pathfinder gods with the letter combo 'sav' in their name. Is this a recent release? Mispelling?

Overall, you won't find obedience and boon info for most gods outside of the main pantheon, demon lords, and empyreal lords. And even that is not completely comprehensive. Particularly with ones released after the first time they wrote up odediences for those groups.

...yeah, I wouldn't hold my hopes out for that one. There usually isn't much support for racial dieties. For a random diety to get an obedience, they need some evocative concept- recent examples include Milani for rebellion and Zyphus for accidental death (which carries nihilism since it isn't the big damn heroic death everyone lives, and literally argues "It was all for nothing")

Sivanah isn't a gnomish deity, she's just worshiped by a lot of gnomes in addition to her other adherents (she actually has a human form, an elf form, a halfling form, a gnome form, a cyclops form, a naga form, and an unknown form). The only gnomish racial deity is Nivi Rhombodazzle, a svirfneblin goddess.

Sivanah as well as all of the other minor deities from pages 175-181 in Inner Sea Gods plus Apsu and Dahak will be fleshed out in Inner Sea Faiths which will be coming out in March. They will receive the same treatment that the core deities received in Inner Sea Gods.
