Constable Cavalier Squad Commander Ability

Rules Questions

I have a question on the Squad commander ability of the Constable Cavalier Archetype as it uses some rather vague language. I'm specifically confused by the use of the word "triggered" in the ability.

Squad commander:

Squad Commander (Ex): At 3rd level, a constable can
spend 1 minute laying out a plan to activate the tactician
ability without having it count against his number of
uses per day. The ability must be triggered within 1 hour
of the plan being made, and the benefits last for 1 minute
per cavalier level he has. The constable can have only one
plan at a time, and if a new plan is made, any old plan is
lost.

Tactician:

At 1st level, a cavalier receives a teamwork feat as a bonus feat. He must meet the prerequisites for this feat. As a standard action, the cavalier can grant this feat to all allies within 30 feet who can see and hear him. Allies retain the use of this bonus feat for 3 rounds plus 1 round for every two levels the cavalier possesses. Allies do not need to meet the prerequisites of these bonus feats. The cavalier can use this ability once per day at 1st level, plus one additional time per day at 5th level and for every 5 levels thereafter.

My reading is the following: you activate the ability and define a plan.("Alright once we raid the warehouse we are likely to meet opposition. To minimize our losses we take em down one at a time and flank em.")The plan triggers (one a initiative roll?) and so no action is required to grant allies the benefit of the teamwork feat.

My confusion comes from the word "triggered" as to me it implies that it's not an action to activate.

I've been playing with this ability and my character basically became a pest.

"Alright, let's enter this ancient cave!"

"Ok, but if we find an enemy, let's--"

"LET'S FLANK HIM, WE KNOW, IT'S ALWAYS THE F@$@ING SAME THING, OFFICER FISTICUFFS"
