Several of my players have recently started taking craft classes with the plans of creating weapons that don't exist in the pathfinder universe. While I'm willing to allow this to happen I'm unsure of what needs to be done as GM rules wise.
The first is what has been explained to me as a Razor disc for the Sorcerer, effectively this will be a metal disc the size and shape of a small plate with sharpened edges, it's intended as a weapon for use with telekinesis or magic weapon (similar spells) and unusable in any other way. I have no idea what damage it should do or what rolls they should make with it.
The Second is a M1911 requested by the gunslinger (they are slowly becoming captain america) as we are doing to do reign of winter or similar campaigns. Rules wise I'm considering it a Revolver with 7 shots and you won't be allowed to select from chambered rounds, however I am hazy on range and rules needed for the weapon, mostly in the area of rapid reload and how jamming should effect it as it's rather different to a revolver.
Our Bow using fighter is also wanting to make specialized arrows. Exploding, grappling hook, fragmenting tips, ensnaring and a noise maker arrow. While all do able I can't find any home brew rules on the web.

For the disk, use the same stats as the chakram.
For the 1911, you're idea is pretty solid. Be warned: a lot of people consider the reloading rules to be a balancing factor for the gunslinger, so taking that away will make them more powerful and deal a lot more damage.
grappling arrow, exploding arrow, Noise making arrow, and a bunch more.

As far as that M1911? It's shown up in other d20 games. One that I've played often gave it an effective misfire number of 1, with a 25' range. (I wonder where this player plans on getting more rounds from. Isn't Reign of Winter a little Eastern Front for a .45 to show up in?)
And yes, the razor disc has already been invented. It's a chakram. (Hope he learns how to handle martial weapons.) Never forget that you can use existing weapons to base new ones off of, if you see fit. It's also your call as to proficiency in them, too. 'Oh, you want something like a greataxe with reach and bludgeoning? Well, that's a dwarven longhammer, believe it or not. Exotic weapon proficiency and it's yours.' 'You want something that can stab or smash at reach, good for charges? It's a lucerne hammer. Yay!'

As far as that M1911? It's shown up in other d20 games. One that I've played often gave it an effective misfire number of 1, with a 25' range. (I wonder where this player plans on getting more rounds from. Isn't Reign of Winter a little Eastern Front for a .45 to show up in?)
As I recall, the M1911 was a very popular pistol as a trophy piece for non-American officers, so you could handwave it that way. Or just have the gunslinger collect his brass after the battle and have a basic reloading kit.

I never recommend introducing advanced firearms to your campaign unless you want to make a wild west campaign. Advanced firearms take every factor that "balances" the broken firearm touch attack mechanic and throws them out the window. If you really want to do it, consider removing touch attacks from firearms or trying out my firearm house rules (which are available in my profile).

Possible, as long as that character knows how to make smokeless powder. (And while I don't mind the flavour of the gunslinger class, I do think letting someone whip out a .45 in a fantasy medieval-themed game is a bit off, too.)

First, a 1911 has a capacity of 7+1 rounds, not 7. It would also have the semi-automatic quality. Otherwise, doing d8 damage is pretty reasonable, and a move action to reload, reduced to free with rapid reload seems reasonable.
That's 7 +1 in the chamber, which very well may wind up going off in some unforseen accident.

Negligent discharges are a moral failing. If you do what you're supposed to do, you shouldn't be losing your round in the chamber.

Well, it is reign of winter they're playing. So it's a bit more acceptable than a standard medieval fantasy game.

At best an advanced firearm, disallow it entirely. The ideas, skills and refined metalworking (and plasticworking) technology nessessary to design such a weapon dont exist. A Double pistol will do fine.

Exploding: Enchanted arrows from "Heroes Of battle", a 3.5 product. Grappling: Pathfinder SRD. Fragmenting: Any arrow that causes bleed, there should be a ton of them both magical and not. Ensnaring: Tanglefoot arrow, Pathfinder SRD. Noise: Whistling arrows. Try pitching further arrow ideas! Brilliant energy earrows. Fire, ice, Sonic arrows. The list of possibilities is long.

What the hell plastic are you putting into your 1911? It's a steel framed pistol, with a steel slide, steel barrel, steel springs, trigger, and steel everything else, except for the wood grips.

As the Op of the thread I feel I should take a moment to add something I forgot, in regards to the m1911. This firearm existed in 1911, thus saw active use in WW1 (eg reign of winter) this is why my players are asking for it.
