summoner favored class bonus 1 point ever 4 levels or 1 / 4 of pool?

Hey!
so we are having a misunderstanding in our game:
Tom says that if at level 2 my "pool" is 4, i get +1, because 1/4 of 4 is 1, and 1+4 =5

Andrew says that its 1/4 to the pool EACH LEVEL and since you never round up once you get to a 4th level (4,8,12,16,20) you get +1 point to the pool

please clear this up for us?

I will assume you are talking about the half elf favored class bonus for the summoner class.

You gain 1/4 of a point every level, so at level 4,8,12,16 & 20 you will get ONE extra point.

Evolution point are extremely powerful, use them wisely!
