I purchased Wrath of the Righteous, instead of Rise of the Runelords, only because I noticed that the store page for Runelords alot of the adventure decks are unavailable to buy. Can I start with the Wrath of the Righteous or should have I bought Runelords.
I also bought the 2nd adventure deck for Wrath of the Righteous, when do you know when it's time to move onto next section of an adventure?

RotR is out of print. It's available in local stores and amazon, though.
Wrath base set scenarios is probably a little hard for beginners, but you can start with adventure 1 then come back to the base set scenarios. Once you finish all the scenarios in an adventure, you can move to the next adventure.

The designers set the difficulty curve kinda high for the first five scenarios in the base set and a bit lower in the next five scenarios. If you like a challenge, go for it with the base set first.

Inside of your Wrath of the Righteous box you'll see a bunch of cards that say "Adventure" and "Scenario" on them (well, only one card that says Adventure, but you get the point). These cards will have a "B" on the top right to indicate they are part of the Base set. Also in the box, you'll see another box called "The Worldwound Incursion." This is Adventure 1. Inside of that are a bunch more cards, including an Adventure Path card, another Adventure card, and a bunch more Scenario cards. All of these cards have a "1" on the top right to indicate they are part of Adventure 1.
What zeroth_hour is saying is that you may want to immediately open The Worldwound Incursion and mix those cards in with your base set cards, then start play with the Wrath of the Righteous Adventure Path, the Worldwound Incursion adventure, and the Fall of Kenebres scenario (The Adventure Path tells you to complete a bunch of Adventures in order, each Adventure tells you to complete a bunch of Scenarios usually also in order). This is because the base set adventure Into the Worldwound has a couple of scenarios that are absolutely brutal for people just starting out, whereas Adventure 1 scenarios are a bit easier difficulty-wise.
After you finish The Worldwound Incursion, you may want to revisit the Into the Worldwound at that point in time now that your characters are more powerful. As a result, your scenario play will look rather like so if you take this advice:
1. The Fall of Kenabres (1)
2. Under the Broken City (1)
3. Lair of the Vile and Vicious (1)
4. Tracking Down Templars (1)
5. The Wardstone Legacy (1)
6. The Godless Ones (B)
7. The Elven Entanglement (B)
8. The Wardstone Patrol (B)
9. The Traitor's Lodge (B)
10. Vengeance at Sundered Crag (B)
11. The Gibbering Swarm (2)
12. The Fifth Crusade (2)
13. The Siege of Drezen (2)
14. Into the Citadel (2)
15. Gauntlet of Ruin (2)
etc.

Relatedly, while Wrath of the Righteous is certainly more difficult than RotR regardless, this is most pronounced when playing with 5-6 players (due to some challenges that need to be defeated by everyone in the party). So, if you find the game too challenging playing with 5-6, I'd recommend trying it out with 3-4 (which is probably a more manageable number for learning the game, anyway).

In addition while wrath is certainly more difficult it's also far more creative and refined compared to runelords - you've made a good buy. Just skip by the beginner scenarios as suggested and come back to it later it'll be fine. Also ask any questions/confusion over game mechanics (or search the forums and faq) .. There are many helpful & friendly experts here who are more than happy to clarify.

wrath is it's own game and it is fine to start with it. Lots of people here to answer any rules questions you may have. Each base game has new/unique rules so you wont be missing anything going into wrath with no previous experience, just the normal learning curve of learning the game!
