Seconded. I ended up looking back at the pain taster for other reasons, and noticed that it seems...different. I explicitly remembering seeing it with slashing too before. Also, I am pretty sure it could allow you to double up routines to get a +4 enhancement bonus to a score, rather forcing you to pick two different ones.
A quick look at some of the listed publishing history online indicates that it was originally released in second darkness, and the got rereleased in Occult Mysteries.
Was it nerfed there? I can honestly not see why. Sneak attack is not something unique enough that you have to restrict it to a 'meh' weapon, and the enhancement bonus made it a 'meh' option for PCs (who would usually get head bands or belts instead). I always viewed it as more of a way to make buffed up mooks that do not leave as much cashable loot.

Pain Taster was originally from Pathfinder #15—Second Darkness Chapter 3: "The Armageddon Echo", which was a 3.5 product. That version is the one you're remembering. It was later changed around and reprinted in Pathfinder Campaign Setting: Occult Mysteries last year, which is the version that's on d20pfsrd.

Well, the version printed there now.
If I remember correctly, there is a lot of paizo's compatible 3.5 material that is on the site. So it is not too unusual for it to have been on d20pfsrd
