Can a dragon with Flyby Attack cast two regular spells in a round? Can they cast two regular spells and a quickened spell?

Why would he be able to do cast two spells with only one standard action?

Casting a spell is usually a standard action. The dragon only gets one standard action per round. Don't get hung up on the poor word choice of "another" - it's merely saying "the creature can take a move action and, during that move action they may take another action which can be a standard action". And don't get hung up on the fluffy descriptive text at the top, that's just erroneous.

To clarify, the dragon gets one move action and one standard action. If it does not have Flyby Attack, it must take those actions separately, such as flying to some point on the battle field and then hopefully hovering there while it ends that move action, followed by using its one standard action to breathe fire or cast a spell. With Flyby attack, the dragon can use that standard action DURING its move action.

It does not get two standard actions.

Jason Bulmahn has said so himself. Of course, he also said they would clear this up in a FAQ and that was two years ago...

Sorry, I'm not sure I'm understanding. Are you thinking that Flyby attack grants an extra standard action?

But wait, it stacks with Vital Strike, no?

JB and the RAW specify that you're making a standard action, which could be the attack action required for Vital Strike, so I'd say yes.
