How does this fit in with your last stab at Leadership?
Ultimate Charisma is a compilation and expansion of Pyschological Combat and the Leadership Handbook. It takes all of the material from those two products, cleans them up where necessary, and expands both rules systems with over 20 pages of all-nee material.
I was originally going to do an expansion project called Leadership Expansion 1. That
Whole product got folded into Ultimate Charisma. For example, there are over eight pages of Leasership perks in Ultimate Charisma.

Thanks for the news that this is going to contain a lot of new material. I was wondering if I wanted it or not given that I already have both the Leadership Handbook and the Psychological Warfare book.
Does the new material allow you to use them together? Like Leadership perks that enhance your ability to Antagonize/Demopralize/Feint an opponent?

Any incentives for people that have bought the leadership book and psychological combat? Like a discount or something?
No, something like that isn't feasible from a logistics standpoint. The product's approach isn't, "Oh, let's slap all of this old stuff together and toss in an extra page or two," over half the book is all-new content.
And yes. Book. In addition to being available as a PDF, Ultimate Charisma is Everyman Gaming's first-ever print product. The amount of polish that the content from Psychological Combat and Leadership Handbook had to go to for this to work is pretty incredible, honestly. This wasn't me copy-and-pasting text from one file into another. :-P

Off the top of my head, I don't think there are any perks that specifically makes you better at Psychological Maneuvers. That said, there are TONS of perks that can give you bonuses to Diplomacy, Intimidate, and Bluff under certain circumstances, which translates over into bonuses to psychological maneuvers.
Which, again, makes sense. Your leadership ability shouldn't make you any better at antagonizing creatures that have no conception of what your leadership score actually means. (Aka Handle Animal checks.)

To build on Malwing's ask, any way those that order both print and pdf who have formerly purchased PC (or LH) could secure a discount? If not I'll probably just get the print edition.
Also, any spoilers to the changes you have made to Morale Checks or Antagonize Checks?

I know that feeling. No matter how good you think the product was at the time, you're downright embarrassed by it 18 months later.

Morale checks have sort of evolved into a new system that I called "Affronts of Opportunity." Basically, when a triggering event happens, you can make an affront of opportunity by spending an attack of opportunity to make an antagonize or a demoralize attempt. (Your choice.) Otherwise, its pretty much the same as the morale rules.

Adding to my cart for later purchase.
If its any consolation, the artwork in the book uses PCs that I've ever played or have had played at my table using the Leadership and/or Psychological Combat rules. As a result, there's a LOT of kitsune pictures in this book. (And they're all from the same home game; specifically, there's a PC, a cohort, and two followers.)
But yeah, my kitsune affection basically extends to artwork, the Kitsune Compendium, any sections that I'm commissioned to write for other companies, and actual gaming. The bulk of my work isn't otherwise kitsune related. :-P
