My 8th level PFS character, Xane Dunestrider (Sorcerer 4, Fighter 1, Dragon Disciple 3), is ~2100gp from buying a Robe of Arcane Heritage.
Both Dragon Disciple and the Robe of Arcane Heritage treat my Sorcerer level as higher for Bloodline abilities and they stack with each other. I call this advanced bloodline my "Bloodline Level" and keep track of it alongside Character Level, Caster Level, and Spell Progression. Currently my Bloodline Level is 7 (one level of Fighter) thus granting me a Bloodline Spell (Fly).
Once I have the RoAH, my Bloodline Level will skyrocket to 11, greatly enhancing my claws, resistances, and even unlocking my Breath Weapon (or at least a second use thanks to DD). I would unlock more Bloodline Spells, but DD specifically says that it only does so if I'm able to cast spells of that level.
My question is, does my Bloodline Level grant me access to Sorcerer Bloodline Feats? Not the Dragon Disciple ones, as DD abilities are not granted by my Bloodline, but rather my DD levels (such as my Dragon Bite)
With a Bloodline Level of 7, do I gain a Bloodline Feat, or would I have to increase my actual Sorcerer Level from 4 to 7 to get that? If I do get it now, then I would assume that upon reaching reaching Character Level 10 (DD5; Bloodline Level 9, RoAH boosted BL 13) I would get another... What would happen if the RoAH is removed?

I would not think so. I believe that sorcerers gain bloodline abilities by increasing your sorcerer level. You actually need to be a level 7 sorcerer to get the bloodline feat at level 7. Admittedly my only sorcerer just died at level 4 but from how I understand them sorcerers I would say that it is through leveling up as a sorcerer that you get bloodline abilities, not through items that make your level act as if it were higher for abilities.
