That's not the origin I've understood.
Julius Ceasar did reform the calendar (hence "Julian calendar' in use till 1582) but he renamed summer months, not added them.
New Year's Day was celebrated in Rome at the beginning of March. (The Julian calendar changed that to January) October was the eighth month, starting with March = 1.
