Is this a good idea? I know the amount of last minute downloads I am doing today is enough to make me want to reach thru the internets to have a civil conversation about 1850's geopolitics in the Pan-Asian basin.

My bet is on the addition of some code to despam the website automatically while people are away.

Not everyone will be at the con, there will be members of the tech team here to manage things if there are any issues.

I can't download anything. I just bought new scenarios, when I click the link in my downloads, nothing happens, but it refreshes to say "last downloaded: today"

is this related to the maintenance earlier?

Yes, and already fixed. We're cycling through the servers now, so you should be able to download normally in 5-10 minutes.
