The kami medium's kami channeler ability is interesting in that it does make catching the right elusive kami a bit more difficult than normal (still not too hard, particularly for zuishin). However, just like the favored locations of the regular medium, the lists are not meant to be exhaustive in a home game. Also, the storms that allow you to commune with a kaminari need not be thunderstorms (as traditionally with that type of kami) but can be any sort of storm. Given how astral, legend-based, and poetic the medium is, it would make sense that the metaphorical "a storm is rising in the city of Kintargo" storm might be a match as well, or even, given the kaminari's penchant for loud, visceral, stormlike music, a concert of that music style could be the storm you need.

Kaminari seems like the only one that's elusive, all of the others are permanent places that are going to be the same one day to the next.
I like the idea of metaphorical storms, but it seems like a recipe for trouble trying to handle that in PFS. Maybe there will be a PFS specific rule (or Kami will just be banned ;).)
Zuishin are pretty easy to find no matter what you're doing, which is intentional in case you're in a really really weird place, since guardian's not always the best spirit for a given medium but is at least somewhat useful to any medium. Sometimes, you just might not find the right place for the perfect spirit; the same is true for the normal medium as well, particularly in a wilderness setting.
