I was toying with this idea earlier. One way that looked good was to take levels in slayer, taking Ranger Combat Style talent for two weapon fighting. This means you can ignore the prerequisites, so take high Str and low Dex. Weapon focus and the two Dorn-Dergar feats give you some nifty abilities. Takes a few levels to kick in though.
I looked at this a while ago for a dwarf I was thinking about for a higher level campaign... I went Ranger 6/Inquisitor 4... Str build as Shin mentioned... Took the outflank teamwork feat and (with solo tactics) any time I flanked anyone that bonus effectively cancelled the -4...
Is there any way to do this well? I know you would have a -4/-4 doing it. Is this just too much to overcome?
To echo what has become the universal answer to dual-weilding questions lately, you could use an Effortless Lace.

Oops... I'm wrong. That only works for piercing/slashing weapons.
As much as many hate it, the Two-Weapon Warrior archetype does reduce the penalties by a lot.

Also it only works for 1H weapons, which the Dorn Dergar is not, even with the feat that lets you wield them in one hand.
