Precise Strike (Combat, Teamwork) vs Fortifiaction on armour + belts of mighty constiution and potions

if an oppent is flanked and wearing fortified armour does the armour still have a chance to be negated as its precision dmg, but the armour says that only critical hits and sneak attack has a chance of being negated?

Also if you are wearing a belt of mighty constituion and have been for 24 hours ormore and drink a potion of bears endurance does the potion still work, or do you get the better of the two or dont they stack?

Belt and potion both give enhancment bonuses to CON so they don't stack, only the better bonus applies.

The armor's fortification property applies its chance to negate just the bonus precision damage or a critical hit.

So you would check each critical hit, then each hit that does precision damage.

The fortification does not negate any normal damage.
