A friend of mine likes to run homebrew games over published adventures, but starts to have trouble once we get past low levels.
It's difficult for him to create a group of mid to high level NPCs for city encounters and such. We were talking and he said something about how he wishes he had a book with a variety of NPCs with class levels that were built to be decently optimized.
I'm about 100% sure that 3PPs have published books like this, but I don't know where to look, can ya'll help me out?
Looking for books that have at least one of the following bullet points
-A variety of NPCs with class levels, something similar to the NPC codex.
-Premade encounters that can be dropped into many situations
-A method of quickly generating NPCs
-Something I didn't list here, but sounds like it would help my friend.

Huzzah. The NPC Collection is what he needs. 350 NPCs on the cheap.
There are tons of premade encounter books out there. I'd recommend grabbing one from Raging Swan Press.

There's also Streets of Zobeck which has a number of shady locations, NPCs, items, feats, traits. It does have some adventures, but it sounds like your GM doesn't need that.

Wow! An entire adventure got added to the bundle of holding! Go go Journeys to the West.
Journeys to the West is actually a set of adventures and some pirate-setting toolkit. It has five adventures, a pile of NPCs, some locales, items, spells, and a bit of miscellany.
I'd say that makes it an even better deal, but that's me. :)

My bad, but I can't say I am unhappy about being wrong. These books look like quite the joy. And sound quite filled with the encounters Insain might want.
