Rules As Currently Written, apparently yes, but expect this to get FAQ'd/Errata'd to no, for consistency with some VMC classes that forbid this (for instance, VMC Witch explicitly does not allow Extra Hex).

Expecting it might be strong. The two that specifically disallow Extra X have different wording and restrictions from the rest. It might be FAQ'd. It might not. I didn't even fathom the possibility until Secret Wizard brought it up.
