How many time do you need to tie someone up

In 3.5 tie someone up you need 1min to do that, and also need 1min to escape.

In PF escape you need 1min,too(RAW), but I can't find how many time you need to tie. My friend claim you just need a standard action while grapple.

Is it real? You just need 3sec and one hand to tie one up? And he need 1min to escape?


Grapple rules

Tie Up is an option for grappling. Once your target is grappled, you can tie them up as a standard action with another grapple check with a -10 penalty. Or you can tie them up while they're pinned with no penalty. You need a rope or some other restraint in one hand, like Quickcatch Manacles.

Where does it says you need 1 min to escape in PF?

Isn't escaping from being tied up with rope one of the following?

1) Your CMB or Escape Artist vs the DC of the rope which is 20 + the CMB* of the person tying you up. *Note its 20 + CMB, not the CMD.

2) Break rope with a STR check
