Just something that was bothering me, and unfortunately the three of us that gm are driven crazy by stuff like this. So whatever your gm says is usually spending an hour or two wandering the forums, trying to find an answer.

I don't see it mattering overmuch because players probably shouldn't get their hands on the race builder without proper supervision (speaking from experience from when a GM let me play with it. :D). But yeah, I can see that being annoying.
They were even released in the same book if my memory is right, which shuts down my secondary strategy of "go with whichever is more recent".
So yeah... I think you've got to judgement call it. Like I said, I would go with two personally. It doesn't come up often, but when it comes up it totally trivializes that situation. That's a pretty big deal.

Looking at the other movement racial traits and comparing relative strength, I would also say that it's supposed to be 2 RP, like Climb. Interestingly, Climb also shows as costing 1 RP for the Vanara example, right below the Undine in my copy of the book. Since there's no functional difference between the versions the races get and the version that appears in the race builder, this seems to be a candidate for the next errata.
Really though, I would be entirely okay with anyone allowing both traits to cost 1 RP each.
