Order of release is basically it.
That said, the Paths and setting are designed so that they can be played in any order, with the exception of Shattered Star and Jade Regent. Both rely on Rise of the Runelords and Second Darkness having happened; Shattered Star relies on Curse of the Crimson Throne as well.

"Current Year" in Golarion is the "Real Year + 2700."
So the "current year" in Golarion is 4715.
APs are published assuming that you're going to run them in the "current year," at least according to any in-game dates.
So, Runelords started in 4707 (or 4712, if you go by the Anniversary Edition).
Consequently, the assumed start-date of each AP is the converted "current year" of AP publication.
By that logic, start-dates of APs are...
Runelords: 4707
Crimson Throne: 4708
Second Darkness: 4708
Legacy of Fire: 4709
Council of Thieves: 4709
Kingmaker: 4710
Serpent's Skull: 4710
Carrion Crown: 4711
Jade Regent: 4711

This logic does break down, however, for a few reasons.
1) With the exception of Shattered Star, no AP assumes that any other AP has already run. (Shattered Star assumes the successful completion of Runelords, Crimson Throne, and Second Darkness.)
2) Runelords was published twice: Original 3.5 version in 2007 and the Anniversary Edition in 2012. Dates in the adventure were changed for the Anniversary Edition, making the "current year" for RotRL:AE to be 4712.
3) Kingmaker can take decades of in-game time to play out.
4) James Jacobs has stated that the events of Hell's Rebels and Hell's Vengence will be occuring simultaneously in different parts of Cheliax. While the overall plots of each of these APs affect the other (insofar as there's a civil war raging in Cheliax), PCs' actions in either AP have no effect on the other AP.
The way I'm playing it: Every campaign I've run in my IRL Golarion campaign takes place in the same iteration of Golarion. Hoever, I've been deliberately setting them in different places and years. My current campaign is a prequel to the earlier one, taking place in a different part of Varisia. (My current homebrew game is set in Korvosa in 4704; King Eodred II is still unmarried and is firmly in control of the city's government.)
However, no AP occurs in my iteration of Golarion unless I've run it for a group of PCs. So, from my current party's point of view, no AP has occurred at all yet.

The order in which you play the APs in your home game is the expectation as for what order they go in. As mentioned above, we deliberately avoid saying they go in any specific order and set them up to be self-contained, so that new gamers don't feel the need to have to play them all in order. If we did that, each AP we published would become less viable, since the "buy in" would increase every single month.

Jade Regent assumes that at least some of the events in Burnt Offerings (and We Be Goblins!) have occurred, as well.
Other than Jade Regent and Shattered Star, the APs can be run in any order desired. Or even interwoven/mixed and matched, such as Skull & Shackles/Serpent's Skull (basically, the PCs are automatically in charge of the Free Captains' faction in Racing to Ruin and later) or Iron Gods/Wrath of the Righteous (DOOM, anyone?) mash-ups.
