Is the fly spell a bonus to movement speed?

Rules Questions

Or is it a base movement speed for the action of flying? I'm trying to figure out if casting fly on myself would stack with something else that gives me an enhancement bonus to my movement speed.

It's a base speed

The only thing I know of offhand that boosts one's fly speed is the haste spell (which adds 30 feet.)

So does something that simply provides an enhancement bonus to movement rate apply to all base speeds your character has?

EDIT: To give a specific example, the first class feature for http://www.d20pfsrd.com/races/core-races/elf/spell-dancer-magus-elf . It simply states that the magus gets a "+10 enhancement bonus to his movement rate"

Liberty's Edge

Fly give you a a fly movement speed, spider climb give you a climb movement speed, other spells can give you other kind of speed (burrowing, swimming), mostly as an effect of changed forms.
Something that give you a enhancement bonus to your movement speed without further specifications should work with all the kinds of movement speeds you have.

I suspect a good number of GM would balk at that, but seeing what is lost for getting that ability I would say that it is an intended feature.
