In order to qualify for the feat you have to be able to choose between positive and negative channeling. A neutral cleric is the only class that has that choice.
Life Oracles are locked into positive channeling... they can't choose negative no matter what their alignments are.

Yes, but if the character has one level of cleric to pick up channel energy, they can use the Channeling Scourge feat to add their inquisitor levels for determining damage/DC of their channels, so a negative channeling inquisitor IS possible.
I bring this up because the initial quote you replied to was about an inquisitor, not an oracle. If you were under the impression that his last sentence in that post was implying that he thought a Charisma based negative channeler was possible, I'm pretty sure that wasn't his intention, seeing as his response to you was confusion; he just meant that if it was possible, it'd be a very strong build.
