How does leveling up work?

I am new and I'm wondering do you actually spend the exp to level up or do you just level when you reach that amount?

So if you got 2000 exp you would be level 2 with 2000 exp not 0. .

It's an accumulated number and you level up when you pass the appropriate milepost.
