How do I make this idea work via game mechanics?

I want to have a frost giant fortress carved into an iceberg. Easy you say? I would also like the giants to be able to control the movement of the iceberg so they can move around and raid costal settlements. Also I would like the giants to be able to asult nearby ships with ice storms which they would then plunder once they were dead in the water.

-What spells/classes/magic items/feats/source books would allow for the creation of something like this? I think I am going to pick up the old Frostfell book by WotC though I am eager to hear other ideas.

Runescarred Dragonship and Cloud Castle of the Storm King seem somewhat related. They are both artifcacts unfortunately, but they are quite powerful and big and somewhat autonomous compared to what you are doing (I assume mostly man powered). , so you could argue that it could be a very expensive magic item or vehicle instead.

Propulsion could be arranged by having one or more giants summon water elementals to act as outboard motors. Or for a more arctic and sizeable theme, have them harness humpback whales - some of these giants are whale handlers who specialize in capturing and taming and teamstering whales.

Ice storms can be accomplished by Control Weather (frost giant shamans/druids), Ice Storm spells, and even Freezing Sphere, but none of these will make a ship dead in the water - I can't think of a good way to do that without home-brewing a spell. I suggest it's like Hold Monster but instead it's Hold Ship. Should be a level or two higher than Hold Monster, so let's say 6th level. Freezes one ship in place despite wind or current. That idea doesn't even require bad weather, but if frost giants do it after controlling some nasty winter weather and slapping Ice Storm on the ship, they won't know what hit them.

Control Water and Vortex are two spells that might be able to stop ships from running away.

Step 1: Are you ok with your PCs having this as their new base of operations?

Step 2: If the answer is No, how will you keep them from taking/controlling it

Step 3: If you answered yes to 1 or have a good answer to 2 the good news is you don't really have to have a by the book build to make it happen. Handwavey magical control orb that maintains the ice, does the magic effects you want and only works for members of frost giant nobility/people who can make the spellcraft/knowledge arcana rolls to figure out how to use it.

Could Wall of Ice or something similar be used to hold the raided vessel? Literally freeze the water around it, and connect it to the berg. The raidees would have to fend of the giants WHILE breaking away the ice that connects them.

Load Bearing Boss, Have the last battle wind up destroying the magical core of the iceberg giving the PC's a race to run out before the entire thing collapses around them.... 2 ways that come to mind right off the bat.

Moving the fortress around could also be done with a bit of necromancy... A colossal animated turtle or whale, and some chains...
