PFS Core starting languages?

I'm working on a Halfling Rogue for a PFS Core game in my area, and I'm a bit confused about my options for bonus languages (INT 14, 1 rank in Linguistics). Halflings start with Common and Halfling, and the Core rulebook gives them the options of Elven, Dwarven, Gnome, and Goblin. The Pathfinder guide to organized play states that all characters can also choose from languages listed in the Inner Sea World Guide, but in the Core Campaign only the Core rulebook, Traits web enhancement, and stuff explicitly listed in the organized play guide are legal.

So is my Halfling unable to speak or learn Skald, Osiriani, Hallit, etc?

You can learn any two of "Elven, Dwarven, Gnome, [or] Goblin" from your 14 int. You can learn any of these languages from the rank in Linguistics:

Modern Human Languages
Hallit (Kellid)
Kelish (Kelishite)
Osiriani (Garundi)
Polyglot (Mwangi)
Shadowtongue
Shoanti (Shoanti)
Skald (Ulfen)
Tien (Tian)
Varisian (Varisian)
Vudrani (Vundrani)

Ancient Languages
Ancient Osiriani
Azlanti
Cyclops
Jistka
Tekritanin
Thassilonian

Other Languages
Necril
Orvian

He is able to learn those languages, thanks to a blog clarification we made soon after announcing the Core Campaign.

Just so I understand, the expanded choices are only available for the single language I gain from a rank in linguistics, rather than from my intelligence bonus? Or would I have the option of being a Halfling from, say, Rahadoum who speaks Osiriani as one of her bonus languages?

Only humans get an ethnic language for free, so you would need to learn these languages using linguistics ranks.

Although its true that only humans get the free ethnicity languages, I don't think the rest of this statement is right. They can still pick them with bonus languages due to high intelligence.

The PF Guide to Organized Play states:

"If you have a high Intelligence modifier, you may select bonus languages from those listed in your race's entry in the Core Rulebook and the Modern Human Languages list (The Inner Sea World Guide 251)."

The blog states they overlooked this bit, and that the languages in the blog would fill in for the Inner Sea World Guide for the language availability in Core.

So as a halfling, due to his 14 int, he can select two languages from elf, dwarf, gnome, goblin, or any of those modern human languages listed in the blog.

The rank in Linguistics then allows him to select other languages from that list as well as any of the other languages in the Core book or from other languages listed in the blog (Ancient and Other)

That's my interpretation anyway.

My Roll20 PFS Core only group was discussing this last night and is it true that Core players can pick languages from the Inner Sea World Guide 251 due to the statement in the The PFS Guide to Organized Play?

"If you have a high Intelligence modifier, you may select bonus languages from those listed in your race's entry in the Core Rulebook and the Modern Human Languages list (The Inner Sea World Guide 251)."

The Inner Sea World Guide is not a legal source for Core. Characters (of any race, if we follow the clarification above) can choose bonus languages from the Modern Human Languages list in the season 7 Guide.
