Melee I'd say no since they're infront of you and not trying to avoid you
Ranged I'd say yes since you still have to aim properly, but I'd make it AC 5 since again, they're not trying to avoid you.

But all that's said about ranged touch spells in combat is

Ranged touch attacks provoke an attack of opportunity, even if the spell that causes the attacks was cast defensively. Unless otherwise noted, ranged touch attacks cannot be held until a later turn.
Therefore no, there is no special exemption for allies from needing an attack roll for a ranged touch spell.
It would make sense for your ally's AC to neglect Dex bonus and dodge bonuses for this, but I can't remember or find anything in the rules about doing so.
