A neutral life oracle can gain channel positive energy.
Envoy of balance requires this:
Special: If the character gains spells from a deity, this deity’s alignment must be neutral and it must be able to grant followers the ability to channel both positive and negative energy.
If such an oracle worships one of the neutral deities, would the channel energy somehow prevent this? The way I read it, that should be fine.
The deities would allow a cleric to choose positive or negative energy for channeling.

I thought oracles didn't get spells from a deity, making that clause irrelevant to oracles?

It's a needlessly restrictive and poorly-written prerequisite, but it's still there.
That's a requirement for the Versatile Channeler feat, not for the Envoy of Balance prestige class.
A neutral life oracle could become an Envoy of Balance, but can't get Versatile Channeler so would need to get either Augment Summoning or Improved Counterspell instead. And would be unable to take the Spiritual Equilibrium or Twinned Channeling endowments.
