I translated only the texts of cards and write it down on text file.(just for the players who cannot understand English)
Is this a violation of copyrights?
If you are only using it for people you play with, I'm sure Paizo won't care. They indicated as much with other things that were for your personal use. (I asked if it was ok if I made full blown copies of the character cards so I could write on them instead of the real cards.) And I'd be surprised if they didn't let that extend to the people you are playing with.
If you are talking about wider distribution of what you've done, it probably is a copyright violation. The idea was discussed earlier about an online database of card text (no images) and at that time Vic expressed concern about the idea. Your idea seems similar enough that it would raise the sames concern.
And further, depending on which language you are translating too, there might be an official translation published. RotR has been published in German and French, and according to Board Game Geek, Italian, Portuguese, and Spanish.
