How does a GM decide whether to use CR + 5, 10, or 15 for the creatures in a PFS scenario?

I've searched the forums a bit, but I'm coming up empty. Is it just that particular judge's experience? ("I've seen ghouls a lot on tables, but I've never seen a dire rat before.")

Not a huge deal, but at low levels it can mean that an untrained person can actually have heard of the creature instead of needing not bother to roll.

As an example, a list has been published of "things all people know about undead". while not accurate everywhere, for a lot of locales that at least deal with some ghouls (because they have graveyards) that is easy information. Certain local threats might be knowledgeable about topics that are easier for some harder then others. Because of the massive variations GM's have a lot of freedom in applying personal discretion. at least, that is how I remember it. I might have been changed.

If you are convinced that nobody has ever heard of dire rats except that they are like rats, but dire. then that might be a hard roll.

Don't forget, pc's usually have the option to go book diving in the local library. local creatures should always be easier checks there. so it might be worth reminding your players of that.
