So, if I get it right, you ABSOLUTELY CAN NOT craft a wand or staff without having a spell known?
If I want to create a wand with a 4th level bard's spell, can I craft it without a spell, bypassing prereq. by increasing the DC of spellcraft? Or by inviting a bard to cast a spell while in work process?
What about staves? Same situation? Do I need ALL THE SPELLS, or may have only half of them (increasing DC)?

Wands and staves are both spell trigger items so you would not be able to create them of spells that you don't have access to either by your own means or someone else's, like the hypothetical bard helper you mentioned.

And what caster level it will be? The bards?
For example, I am a wizard of 7th level and want to craft a wand of 4th level bard. 10th level bard wants to help me with it.
What is the caster level of wand? Minimum for the spell?
I would say the caster level is determined by the one providing the spell. By default the minimum caster level required for the spell is assumed, but if you are making it yourself you can make the caster level anywhere from spell minimum up to your own CL. It's all a matter of how much you want to spend.
