I wanted to build a race based slightly on Ursula from the Little Mermaid and the Illithid from 3.5. A race of Octopi based creatures that live in the deep waters and rarely ever make surface, a race that hides from others when not in direct need to contact them.

I would love to get advice on what to add, remove, replace, etc to bring the idea even further to life.

Does it have to be large? If you lose that you are already down to 23. I would also consider dropping powerful swimmer. Swim should be enough. Weapon familiarity doesn't seem particularly needed and could probably go.
Those would take you down to 20, which is pretty fair for a water species.
If you wanted I would suggest doing a "flawed" slow speed where they are more like merfolk and have a slower land speed (10~15 would be my suggestion) I think that would be worth 2 points off.
Changing Flexible to "standard" would save 2 more points, I would put the -2 on charisma -- tentacles are weird.
With that you would be at a respectable 16 RP which seems fine to me.
I think you are on the right general track for a race though. The extra limbs (prehensile tails) can be very powerful though.
