If, instead, an item that grants an animal the ability to speak would do, there's the Circlet of Speaking.
There's an item that allows one to speak with vermin, the Scarab of Khepri from Osirion, Land of Pharaohs.

A wand of speak with animals is my current goal at this point. There is the action economy issue (a round spent casting is a round not summoning) but could be worth it. I might try to have a higher caster level one made just for the duration.
My race is goblin, and this can't be changed. The entire party is goblins.

6k for 1/day dancing lights, ghost sound, prestidigitation, and of course speak with animals.
Sadly, that necklace is only once/day and the spell still must be cast, so the action economy desired by the OP isn't present. Still, good find.
