Penalties for fighting with a 2h melee weapon while bound by handcuffs, manacles or shackles?

Rules Questions

And are there any penalties for fighting with a 2h melee weapon while your hands are bound by handcuffs, manacles or shackles?

If there are any penalties, then not only you Can take your hands off your 2h melee weapon while you fight, but you are also supposed to in order to fight freely and properly.

No there are penalties but a GM might rule that you cant swing the weapon depending on how much limb movement you are allowed.

Manacles are interesting in that they don't give any specific game effects that they apply. At it says is that they bind a medium creature.

Conditions that reference 'bound' are pinned and helpless. While either of these might make sense for a completely Hannibal Lector style get-up, it doesn't make much sense for just a pair of handcuffs. Equally, if manacles make you pinned or helpless, then the entry for fetters doesn't make a lot of sense.

I would probably rule that something along the lines of getting grapple penalties without the movement restrictions, but even that isn't entirely satisfying. If someone was manacled and fettered I would probably consider them effectively pinned.

This isn't precisely RAW however.

I'd run it as a monk vow of chains.

Quote:

Vow of Chains

Restriction: Either out of penitence or to bring attention to the suffering of the enslaved, the monk wears shackles on his wrists and legs. This gives the monk a –1 penalty on attack rolls and to AC, and reduces his movement by 10 feet. If temporarily unable to wear his chains, he may carry rocks or some other heavy burden (including medium or heavy armor) to simulate this suffering.

Benefit: A monk with this vow increasing his ki pool by 1 ki point for every 3 monk levels (minimum +1).

I could not find anywhere in the rules that give a specific instance of a penalty while bound with handcuffs/manacles/shackles/, but I would say a -2 penalty to attack would not be excessive. You can still effectively wield a two-handed weapon while bound in such a way, but not nearly as effectively if you were not bound. I think -2 to attack would be sufficient.

Now, for fetters, that's clearly defined in the rules as imposing the entangled status which I think is adequate. Now, if you are talking full manacles and fetters with a chain between them, then you are looking at the pinned condition. You cannot do much in a situation like that.

Just give them the entangled condition, and maybe forgo movement penalties if nothing is binding the legs.
