I'm wondering if, via Style Feats and the Brawler class, it might be possible to make a PFS-legal character reasonably close to the CP9 characters from One Piece.
Here's my thoughts so far:
Human (for now)
STR 18
DEX 14
CON 14
INT 10
WIS 10
CHA 10
(Stats could change, that's just a starting point.)
Brawler1: Weapon Focus (unarmed strike), Toughness (or something)
Brawler2: Flurry, Pummeling Style
Brawler3: Snake Style <-- Piercing damage for Finger Pistol
Brawler4: Knockout (not really relevant to conversion, but whatever)
Brawler5: Weapon Spec, Tiger Style <-- Slashing damage for Tempest Kick
Brawler6: Not much here
Brawler7: Power Attack
Brawler8: Pummeling Charge
Etc...
Any thoughts to boost the concept and/or power level? This is just kind of a first draft at the moment.

Someone like Lucci is sadly probably out of your reach. Besides his devil fruit, he's not a super-specialized fighter. He uses every form of Rokushiki at an equal level. Trying to emulate every move is more than most characters can fit into one build. I don't even know how you'd get a non-item/spell version of Geppou.
Try to focus in on their signature moves rather than the whole combat style. You could be a Skinwalker Invulnerable Rager/Stalwart Defender to imitate Jyabura's Tekkai, stuff like that.

Not trying to emulate a specific character, just the general feel of the CP9 Agent/Six Powers Master.
For the actual Six Powers, it's possible that Finger Pistol and Tempest Kick are the only ones I'd actually be able to fit into a single build. I just want to make sure I'm not overlooking anything (and that the build ends up reasonably effective since, you know, CP9 agents are supposed to be a big deal).

Well, by merit of being a Power Attacking Pummeling Charging Brawler, I think you qualify as "reasonably effective". You can do every damage type with your unarmed attacks and adjust on the fly with Martial Flexibility.
Just make sure to wear a nice suit and preach Absolute Justice. Lawful 'Neutral' because it's PFS, of course.

Yeah, Devil Fruit users are just so freakishly weird most of the time that it's impossible to accomplish.
Sanji is completely doable, as are Usopp, Nami, and even Chopper (Weredeer, or, rather, a Deerwere) to a degree.
Franky is kinda-possible, maybe, though Brook is sorta odd (maybe a reskinned Dhampir? Or just an intelligent skeleton. Either way, he's a Bard)
Zoro would require some SERIOUS houseruling or rules-lawyering to get the Three-Sword Style down.
Robin is practically un-convertible, but with some thematic spells as a Magus MAYBE it's possible (or she's just using Psionic Unleashed instead of straight Pathfinder).
Luffy is... yeah, Luffy is basically impossible. He's effectively just a high-level Brawler, but the whole rubber-man thing is just pretty much impossible to replicate in Pathfinder.
And given that Luffy is just scratching the surface of the crazy BS that Devil Fruit users can do...
It's kind of a sad fact of the system that Dragonball is more possible to replicate than One Piece is.
