The new rules in the APG provided specific rules for how to do these maneuvers.
How would you rule if a player wanted to do one of these?
Drag seems like a standout, because it wouldn't be terribly uncommon for a player wanting to drag a character away from danger - potentially saving their life.
Is a GM in their rights to ignore the APG rules even if they know how it works? Or should these be included in the core campaign as exceptions?
Surely they shouldn't be impossible (except for maybe Reposition?) - the characters are clearly capable of doing them as if they were doing them in reality.

Drag would work exactly like it worked before the APG came out.
Move Action to grab body.
Weight of body and gear determines how fast you can move. Typically it will probably be at least slowed movement. if you are at your Drag limit (5 times maximum carry capacity) you can drag 5' per round.
If the GM wants to use the Combat Maneuver rules in other supplements to help inform them on how to allow characters to do heroic things, I don't see that as a problem. But they should be careful in doing so, as we don't want to set the precedent that rules from outside sources can be used in Core.

I'm trying to look at this from the viewpoint of a newbie GM.
I think Andrew's reasoning is on the money, though I'm not sure that would be clear to them, especially if there are players on the table who would try to tell them how the APG sees those maneuvers.
Sounds to me like it's a rule that can be taken from the APG, but doesn't need to be strictly held to if the GM prefers to use a rule that core would better support to their liking.
You and I might be able to say "obviously it's a combat maneuver", but that may not be as obvious to everyone, and if core means core, some GMs might say no to even trying it at all. I'm hoping we can make it clear enough to avoid that.
