When an ability doesn't specify where to recharge from (Harsk or Merisiel), does that mean you can recharge from anywhere? Such as the discard pile?
Your hand, unless specified otherwise.
In the rulebook under Playing Cards:
If you are instructed to play, reveal, display, discard, recharge, bury, banish, or otherwise manipulate a card, that card must come from your hand unless otherwise specified.
